About Health 514

Health 514 is a student-led informational initiative launched in Montreal on March 1, 2026. It was created to address a concrete and recurring challenge: students are expected to navigate Quebec’s healthcare system independently, often without structured guidance.

For many — particularly those arriving from outside the province or country — understanding insurance eligibility, coverage limits, waiting periods, and care pathways can be confusing. Misunderstanding these systems can lead to delayed care, financial stress, and unnecessary anxiety.

Health 514 exists to reduce that confusion. We translate official healthcare and insurance policies into clear, structured resources designed specifically for students. Our objective is simple: to improve access to understandable information so students can make informed decisions about their health.

Our Methodology

All content is based exclusively on publicly available institutional sources, including the Régie de l’assurance maladie du Québec (RAMQ), Gouvernement du Québec, and official university insurance policies. Each resource is developed by reviewing documentation to identify common areas of student confusion. While information is reviewed periodically, students are encouraged to confirm details directly with official institutions. Health 514 provides general informational guidance only. Why It Matters

Montreal is home to one of Canada’s largest student populations, including tens of thousands of international students. Between 2009–2010 and 2019–2020, international enrollment in Quebec universities nearly doubled — rising from approximately 24,500 to over 48,400.

Healthcare access in Quebec depends on immigration status, residency, and reciprocal agreements. Many students are not automatically eligible for public coverage (RAMQ) and must rely on university-administered or private insurance plans instead.

While information exists across government and university websites, it is often fragmented, technical, and difficult to navigate — especially for students who are new to Quebec or unfamiliar with the healthcare system. There is no single, student-centered platform that clearly explains where to go, how to book care, and what insurance covers.

Health 514 addresses this gap by organizing official guidance into accessible, decision-based tools tailored specifically to Montreal’s student community.
